Abstract

With the spread of the Internet use, it appears to be an ever-increasing necessity for the institutions to increase the quality of the information they provide to the mass they serve and to meet the needs. In existing systems, this necessity either is provided by half updatable web software in which management is centralized or is realized by the users who do not have sufficient knowledge. In both conditions, the presented content is unqualified or the system providing the content has a dangerous structure with many security holes. In this case, in the institutions such as universities that have a hierarchic structure, an easier solution should be offered to the units or personnel. In this study, a content management system (CMS) suggestion is offered in order to be used in institutions that have an institutional hierarchic structure. The aim is to develop a web-based content management system that makes an employee, who works as the webmaster in any unit, someone who could manage the system which has all web services without needing no more than usual computer usage knowledge.
